Imagine walking into a clinical trial site in São Paulo and opening the regulatory binder. The delegation log sits behind the third tab, right after regulatory approvals and investigator qualifications. Now fly to a site in Melbourne. The delegation log is in section seven, sandwiched between correspondence and training records. A third site in Kraków files it inside a sub-section of the protocol documents tab, because their sponsor's standard operating procedure specifies that delegation authority derives from the protocol.
Three sites. Three sponsors. Three entirely different places to find the same document.
This is not a trivial inconvenience. A monitor visiting 15 sites across eight countries spends a measurable portion of every visit simply learning where each site keeps things. An inspector arriving for a routine Good Clinical Practice (GCP) inspection must orient to a filing system they have never seen before. And a coordinator managing four concurrent studies -- each with its own sponsor-mandated binder structure -- must mentally switch between four different organizational schemes every time they file a document.
Now imagine that everyone agreed on where the delegation log should go. Not just the delegation log -- every artifact in the trial master file. Imagine a shared vocabulary for organizing clinical trial records, one that a monitor in São Paulo and an inspector in Melbourne and a coordinator in Kraków all recognize. That is what the Trial Master File (TMF) Reference Model attempts to achieve.
